OWI command line interface

Add the capability to run the OWI tool from a command line for automation purposes.
Ex. Pre-download executables, download and silent install/upgrade agents or connectors
Command line example:
OpCon Web Installer.exe -download "Microsoft LSAM" -version "latest" -sts
In the above example you could have options such as "-install" which would install or upgrade if applicable. The version could be specific or have keywords to make it easier. Finally the "-sts" could be a switch to enable STS releases to be included. There could even be a download directory specified too.
