Min Run Time

D329: the jobs have a MAX RUN TIME to control delays, I suggest having a MIN RUN TIME to control when jobs are running but do nothing. For example: We can control and alert when a job that have a avg of execution of two hours, it finish in two minutes. This would be an optional parameter for jobs.
