Exclude Opcon user into the SMALDAPMon

It should be very powerfull to be able to exclude users from the SMALDAPMon.

Currently, only "OCADM" is exclude by default.
To win flexibility, It could be great to exclude some generic or technical users on the SMALDAPMON.ini
