For the File Arrival jobs on Windows and Unix, add a check for file size

'File size stable duration' is a good feature but it doesn't prevent success if the file in question is empty. So how about adding a check for file size with user-defined relational operators (GT, LT, EQ, LE,GE) and size measurements (bytes, KB, MB, etc).
