Add Property For Username of Latest Status Change

With the addition of the "Under Review" and "Fixed" statuses, we'd like to be able to send an email out, indicating who is reviewing the problem. Notification Manager is able to pick up on the new statuses, but there's currently not a simple way to retrieve the name of the user who changed the status of the job.

I'm proposing that a system property be added which would contain the username of the user who most recently made a status change to a job. I would imagine the name of the property would be something like: JI.$STATUS USER

In our situation, it would make the most sense for this property to be tied to the User's "Full User Name", but the "Name" or "E-mail Address" would also work.
