Define Instance related to Frequencies

D165: For Job Instance Definitions, we would like to have the ability to associate instances with Frequencies. All of the other things for jobs (Events, Dependencies, Documentation, etc) allow assoication with Frequenices, so we would like that same level of functionality with Instance Definitions.
