Provide Function Privilege to Manage OpCon Objects

D253: The All Administrative functions includes the Security functions, and this poses a problem because I want my users to be able to manage OpCon Objects, but not security privileges.

We suggest the following change to clarify things:

- Make All Administrative Functions handle what it does today except all of the items under Security in the EM.
- Make only the "All Function Privileges" group to include the ability to manage Security.
