Add black out time frames to Notification Manager

D323: Could we have blackout time frames on certain policies in notification manager where a job could fail at 2AM, but notifications would not be sent out until 6AM? I would like to control this by having Monday, Tuesday Wed etc blackout time frames with specific fimes .
Example: Wednesday blackout 11PM-3AM (23:00-300)
