Allow Self Service to accept input files for downstream processing

Many Self Service processes include a file used during downstream processing. The location and name of the file could change depending on the end user. To minimize the risk of typos entered by the user when specifying the file name and path, Self Service should have a browse option to navigate to and select the file they want to pass to their Schedule/Job.
