Enable jobs to be dependent on a job's events being processed

We were told that if an event is executed by a job, there's no guarantee that OpCon will have that event processed before starting the next dependent job. This results in us having to make a large amount of delay jobs, whose only purpose is a delay long enough that we expect the event to be processed.

If we could tell OpCon to be dependent on a job finishing as well as the event's tied to it getting processed, we could eliminate a lot of these jobs.

Please note, I don't mean that OpCon needs to have any idea what the event is doing, just that it has finished processing the event.
