Provide view only access to all configuration screens in Enterprise Manager

D262: By default we restrict all privileges that allow update access via the EM. This means that much of the configuration and status information is not available when trying to investigate issues. We are able to draw a password for a more privileged account but this this takes time and effort and also means that we have unnecessary update access which is a risk. To overcome this we would like view only access to all information that is available vie the EM.
