Get and Set the value of a Job's Start Offset Time

During the 16.0 live webinars, customers voted on new system properties, and one of them was the ability to GET and SET the value of a new system property for a Job's Start Offset time. This would provide the ability for complex expressions and events to set the value of a job's start offset (and ultimately affect the job's start time).
