To allow a schedule built for a past date via an event to be built released.

In some instances customers need to be able to trigger a $SCHEDULE:BUILD for a past date. Currently, schedules that are built in the past are built on hold. The addition of an event such as $SCHEDULE;BUILDNHLD would allow the schedules to be built via events to be released and not require additional steps to release said schedule for past dates.
