SMALDAPMon - allow manual users to be added

So this week I found that if you use SMALDAPMon, you cannot create any of your own users inside of EM - they will get disabled and removed from their role.

The problem with this is, I have my clients create an "ExternalEventUser" to use for all their external events instead of using the default ocadm account for security reasons. Well, LDAPMon is disabling and worse yet removing the role from that account because it's not one of the synced LDAP groups.

We should be able to still create our own user accounts in OpCon even if LDAPMon is running. LDAPMon should just look at accounts that were created from an LDAP group and create/disable those specific accounts from there.
