Login Security message BEFORE login

Currently, the login security message appears after the user logs in. However, if the EM (or the opcon server itself) to which the user is connecting is unavailable, the user does not know why because the connection is not being made and therefore the security message will not appear.

This message should appear when the user chooses the profile or, at worst, when he clicks on "Login", even if the EM is unavailable.
