SMAFT : Option to indicate job completes successfully if no files exist

In some cases, when including file transfers in workflows, it is possible that there are no files to transfer. Currently SMAFT returns an error condition, which stops the workflow. It is possible to set the 'ignore return code' on the dependency, but the file transfer job would still be in error.

It is not acceptable to submit a $JOB:GOOD event if the file transfer job errors as this will not trap transfer errors.

Providing an option that will allow the user to select the capability to complete the job if no input files exist would be the best approach.
