Use the Agent's UTC time offset to automatically adjust start times

Daylight savings time is not observed by all time zones. Not only that but the date the time changes is not consistent across time zones. If an Agent is running on a time zone which is not consistent with the OpCon server it will lead to Jobs running at the incorrect time.

There needs to be a way to specify the Job's Start time based on the Agent's server settings instead of the settings on the OpCon server.
