External tools usage of msgin duplicated with the OpCon API

There are many Connectors, Utilities, and Add-ons that leverage MSGIN to push Events back to OpCon. Some of the RSJ tools were written this way, SMA Resource Monitor, etc. These are inherently fraught with an error point because there is no feedback from OpCon on the status of the Events submitted. I feel that clients would benefit by migrating these calls to use the OpCon API and providing error logic.
