If TZ (timezone) isn't set on the server, set it to "localtime" in the control script (LSAMnnnn)

When we upgraded to Solaris 11.4, scripts started using Eastern time, instead of Central time, causing errors. The issue was identified as 11.4 not setting TZ, and the LSAM defaulting to Eastern time without it. The fix was to set TZ to "localtime" in our LSAM3100 script. If the script included a check for TZ, and set it to localtime if not already set, the LSAM will use the server local time.
