Add File Arrival Option to File Arrival Job

Currently in OpCon, the FileArrival job fails if no file is found. Instead if we can add 3 options to pick from, it would give users more flexibility.

1. Add a single option which asks the user to select what happens when a file is received: a. Stop job with success b. Process another job <job name> c. Continue to wait for files
2. There would be another option which would indicate how many files to watch for. if during the watch time period, this many number of files were found, the job would exit successfully.
3. The File Arrival Job would keep track of how many files were found during its execution.
